From the Mass Department of Energy Resources (DOER):

Community Shared SolarReview and Recommendations for Massachusetts Models

SRECs
Future Solar Renewable Energy Credit (SREC) prices will play a large role in determining the projected payback of a solar system.SRECs are generated as a function of solar energy produced by PV solar installations. They are sold to utilities who buy them as a way to meet a state requirement to provide a growing percentage of electricity from renewable sources.

What is an SREC ? see www.srectrade.com/background.php

An article explaining some of the history of the SREC concept:

For ongoing discussion of SREC outlook, see  http://www.srectrade.com/blog/srec/srec-markets/massachusetts.
On June 28, 2013, DOER filed emergency regulations governing the closeout of SREC-1.

The cleantech news site CleanTechnica has a five-part story detailing progress around the world, moving toward millions of distributed energy plants. One example cited: “California’s governor announced his goal for the state to generate 12,000 MW from renewable distributed power plants by 2020. The state public utility commission has established a new renewable auction mechanism for up to 1,000 MW of distributed renewable energy projects 20 MW and smaller.”
